Watkins spent the first four seasons of his career in Philadelphia but saw his role decline over the past two seasons. He appeared in just nine games last year and secured 15 of 21 targets for 142 yards and a touchdown, the lowest marks since his rookie season. He joins a Steelers squad ahead of the 2024 season that has a new-look receiving corps after losing Diontae Johnson, Allen Robinson and Miles Boykin during the offseason. Watkins could carve out some playing time with his new team, but there are still several receivers who could be ahead of him in the pecking order, including George Pickens and rookie third-rounder Roman Wilson, and Watkins could struggle to have a fantasy-relevant role. The Steelers have just five wide receivers on the active roster, and with third-round rookie Roman Wilson nursing an ankle injury, Watkins has a chance of being elevated for Week 1 against the Falcons.

Ordinarily, the third wideout on an offense that finished second in both points and yards would be expected to provide a fair amount of fantasy value, but that wasn't the case for Watkins in 2022. A.J. Brown and DeVonta Smith soaked up 55.6 percent of the Eagles' targets, leaving little work for Watkins, who finished with a 33-354-3 line on 51 targets. Watkins did see a bit more focus during the five contests TE Dallas Goedert missed with a shoulder injury, but even over that stretch, Watkins averaged just 3.6 catches for 25.6 yards per game. It would take an injury to Brown or Smith to open up more volume for Watkins this season, and that's assuming the arrival of Olamide Zacchaeus doesn't push him further down the depth chart.
Heading into the 2022 season, Watkins is now seated at third on the Eagles' depth chart following the splashy acquisition of A.J. Brown. In that context, Watkins' volume will almost certainly take a hit, as he had been slated to be the team's No. 2 receiver (after DeVonta Smith) prior to the Brown trade. It's possible, however, that with defenses now having two legit No. 1 receivers to focus on, the Southern Miss product will be more open to scoop up targets and rack up yards. The most likely scenario though is that the 2020 sixth-rounder will find it hard to surpass last year's output of 43 catches (on 62 targets) for 647 yards and a TD in 17 games.
Selected in the sixth round of the 2020 Draft, Watkins entered his rookie year buried on the depth chart, started the season on IR and didn't draw his first target until Week 14. He'll begin his second campaign in a similar situation, with an uphill battle for playing time and relevance.
Watkins was the third and final speedy receiver the Eagles nabbed in the draft. His 4.35 40-yard dash placed him second among wide receivers at the NFL Combine. However, with seven other receivers currently ahead of him on the depth chart, it isn't likely the 21-year-old will make an early impact on offense in his first pro season. Given his shiftiness with the ball in his hands, however, he does have a shot to earn a spot as a returner and see some gadget plays if injuries strike any of the Philadelphia receivers.

Watkins' ability to contribute on special teams could prove to be the difference in a position battle that's unlikely to be decided until final cuts. Kaboly also expects the Steelers to pursue a big-name addition at the position before the start of the regular season.
