Tillman broke through in the middle of last season after the Browns traded Amari Cooper, recording three straight games in Weeks 7-9 with at least six catches, nine targets and 75 yards. A Week 10 bye broke his momentum, however, and he caught just five of 12 targets for 75 yards over the next two games before missing the rest of the year in concussion protocol. The 2023 third-round pick should have plenty of time to recover this offseason, and he's in good position for a top-three role after the Browns settled for Diontae Johnson as their "big" addition at wide receiver. The problem, apart from Cleveland's passing game potentially being terrible, is that Tillman has done so little in his career outside of the aforementioned three-game stretch. He drew targets on just 12.5 percent of his 352 routes as a rookie, catching less than half of those passes, and his per-route numbers were poor last season (17.9 percent target rate, 1.24 YPRR) despite the brief outburst while catching passes from Jameis Winston. Playing time won't necessarily lead to production, and Tillman's best chance at fantasy relevance likely involves Joe Flacco playing QB for Cleveland. Read Past Outlooks

Tillman (concussion) is participating in OTAs and worked alongside Jerry Jeudy with the first-team offense Wednesday, Dan Lebbe of cleveland.com reports.
ANALYSIS
Tillman missed the Browns' final six regular-season games of 2024 while in the concussion protocol and ended the year on IR, so it's encouraging to see him working without any apparent limitations during spring drills. The 2023 third-round pick seems the early favorite to earn the No. 2 receiver spot alongside Jeudy, with Elijah Moore now in Buffalo and veteran Diontae Johnson representing Cleveland's largest splash at wideout this offseason. Tillman was barely involved the first six weeks of 2024, in which span he totaled just six catches for nine yards, but he enjoyed a brief five-game breakout with Jameis Winston under center from Week 7 to Week 12. He put together a 26-330-3 receiving line on 44 targets in those five appearances, with the concussion cutting his Week 12 short at 56 percent of snaps. As Tillman works to translate that production into a true Year 3 breakout rather than a mere flash in the pan, he seems destined to once again have to overcome a quarterback rotation that will carry the risk of subpar play.

Tillman had a slow start to his rookie season after being selected in the third round of the draft. In the receiver’s first seven games, he had three catches for 10 yards. Beginning in Week 12, Tillman became more involved in the offense. During that time, he had a trio of games with at least 43 yards. Even though there weren’t signs of dominance, Tillman likely showed enough to see an expanded role in 2024. However, expect Amari Cooper, David Njoku and Jerry Jeudy to be the top pass catchers for the Browns. As a result, Tillman’s production may be limited.
The Browns stood pat in the third round of April's draft and selected Tillman despite more pressing needs on the defensive line. Though the team had made moves to bolster the wideout corps earlier in the offseason, the Browns decided they couldn't pass on the 6-3, 215-pounder, who the club believes could be a red-zone threat for QB Deshaun Watson. Tillman had 12 TDs in 2021 before an ankle injury limited his availability in 2022. He'll need to earn his snaps among a crowded position group and is expected to start down the depth chart. As a result, the Tennessee product's rookie season may not provide much fantasy value, but Tillman could move into a starting role by 2024, if the Browns allow Donovan Peoples-Jones to walk.
