Ross returned from Tommy John surgery last season to give an effective performance over 74 innings as a swingman. In 10 starts and 15 relief appearances, he produced a 3.77 ERA and 1.36 WHIP. All three of his 20.6 K%, 9.0 BB% and 41.0% groundball rate were slightly worse than league average, however, so expectations should probably remain modest for him going forward. He signed a one-year, $4 million contract with the Phillies in December and should open the year in long relief, though if an injury strikes the team's rotation before Andrew Painter is ready for his MLB debut, he could make a handful of starts. Next man up for rotation spot
Ross is building up a starter during spring training, but he's expected to open the season in the bullpen if all five members of the Philadelphia rotation are healthy heading into Opening Day, Corey Seidman of NBC Sports Philadelphia reports.

The right-hander made a handful of minor-league appearances last season while working back from the Tommy John surgery he underwent in May of 2022, and the Brewers inked him to a major-league deal for 2024. Ross hasn't pitched in the majors since 2021, when he had a 4.17 ERA, 1.22 WHIP and 109:34 K:BB across 108 innings for Washington. He has a decent chance of cracking Milwaukee's rotation to begin the season and could have some fantasy value if he's able to regain that 2021 form, though he has an inconsistent track record overall and figures to have some workload limitations given his lack of innings over the previous two seasons.
