ANALYSIS
A bat-first lefty-hitting outfielder from the Dominican Republic, Pena is arguably the third-best fantasy prospect from this year's July 2 international signing class. He is extremely athletic, and at 6-foot-3, 180 pounds, he already shows massive power potential. Despite his size, Pena does not have significant strikeout issues, and projects to be an above-average hitter. He might get too big for center field by the time he reaches the majors, but his development will be all about his bat. If he hits as expected, he will be a key piece on the next contending Royals team, possibly slotting behind Bobby Witt Jr. in the big-league lineup in 2023 or 2024.

Past Fantasy Outlooks

Jasson Dominguez rightfully gets most of the hype from the 2019 July 2 international signing class, but Pena, who signed for just under $4 million, has also been a top-100 dynasty prospect for over a year despite having not played an official pro game. The lefty hitting right fielder spent the summer training in the Dominican Republic before coming stateside for fall instructs. Pena, who is already fluent in English, essentially didn't play competitively between November 2019 and October 2020, and he was the youngest Royals player in camp, so he naturally struggled with strikeouts against significantly more experienced pitchers. For him to become a top-10 prospect he will need to show the type of offensive upside we've seen from past J-2 prodigies like Eloy Jimenez and Marco Luciano. He already measures in at 6-foot-3, 210 pounds and turns 18 in February, so keeping his weight in check will be important.
As the public perception of the July 2, 2019 international signing class has evolved, the hype around Pena has grown louder, and he now has a strong case to be viewed as the second-best prospect in the class (behind Jasson Dominguez). He received almost $3.9 million to sign with the Royals as a 16-year-old from the Dominican Republic and turned heads in the fall instructional league. A 6-foot-3, 180-pound outfielder who will likely outgrow center but who should have plenty of arm for right field, Pena has electric bat speed and did not look overmatched against pro pitching. His makeup gets rave reviews and he is already fluent in English. He will be given an aggressive assignment to the AZL, where he could be the league's youngest player. It will be all about the development of his bat, as he won't be much of a runner in the majors, but it's possible he could develop a plus hit tool with 70-grade power.
